Home Office publishes the Martyn's Law statutory guidance

The statutory guidance for the Act was published, with three supplementary documents on capacity methods, scope examples and further resources.

What happened

On 15 April 2026 the Home Office published the statutory guidance for the Terrorism (Protection of Premises) Act 2025. It explains who is in scope, how to work out the number of people reasonably expected to be present, the standard tier procedures (evacuation, invacuation, lockdown and communication) and the enhanced tier measures.

Three non-statutory supplementary documents followed: A on methods for assessing how many people may be present, B with illustrative scope examples, and C on further resources and learning. Accessible versions were added in April and May 2026.

Responsible persons must have regard to the statutory guidance, so it is the main reference for what reasonable compliance looks like.
